Gov. Schwarzenegger Announces Low Interest Federal Loans Available to Southern California Counties Affected by Recent Storms (Posted 9:44 a.m., 2-22-2010)

Governor Arnold Schwarzenegger today announced that the U.S. Small Business Administration (SBA) has declared a disaster for Los Angeles County, making affected homeowners, renters, business owners and non-profit organizations eligible to apply for low-interest disaster loans from SBA to cover physical damages caused by the severe winter storms, heavy snows, flooding, debris flows and mudflows that began on January 17. This action comes as a result of the Governor's letter requesting a disaster declaration by SBA.

"This is just the first step toward helping those affected get back in their homes and their businesses operating," said Governor Schwarzenegger. "The recent storms following the devastating fires last summer were a one-two punch to those who live in the Station Fire burn area. I have directed my agencies to continue to do all they can to help with the recovery process."

Also eligible to apply for low interest loans under the declaration are homeowners, renters, business owners and non-profit organizations in the contiguous counties of Kern, Orange, San Bernardino and Ventura.

On January 21, Acting Governor Edmund G. Brown, Jr., proclaimed a state of emergency for Los Angeles, Orange, Riverside, San Francisco and Siskiyou counties due to severe storms. On January 22, Governor Schwarzenegger proclaimed a state of emergency for Orange County and on January 27 included Calaveras and Imperial counties in the proclamation.

A joint preliminary damage assessment was conducted by representatives of the California Emergency Management Agency and SBA in Los Angeles County. Their findings revealed that the number of residential and commercial structures in Los Angeles County that sustained major damage were enough to warrant an SBA disaster declaration.

For additional information on SBA loans, those affected can contact SBA at 1-800-659-2955 (1-800-877-8339 for the hearing impaired).

Time lapse video of the February 6, 2010 Deukmejian Park mud and debris flow in the channel leading to the Dunsmuir catch basin.

The debris flow you are viewing is approximately 125 feet across and 8 feet deep. The speed at which the flow is moving has not been estimated as of yet.

DEBRIS HAULING (Posted 2-12-10)

Representatives for the Los Angeles County Public Works Department have announced that they will continue removing sediment and debris from various basins for the next 10 to 14 days commencing February 11. Hauling will take place 24 hours a day seven days a week. This means residents living on designated streets will experience truck traffic on an around the clock basis. The Dunsmuir debris basin near Deukmejian Wilderness Park will be included in this cleanup effort. Trucks will be using the following routes in the Glendale area:

The haul trucks will follow a loop starting on Foothill Boulevard. From there they will head north on Boston Avenue and then make a right on Markridge Road. The Dunsmuir basin is accessed by turning left onto Dunsmore Avenue. Upon exiting, the trucks will go south Dunsmore Avenue, make a left onto Santa Carlotta and proceed to Orange. They will then make a right turn and head south on Pennsylvania until they arrive at Foothill Boulevard. (Please be advised this route is subject to change).

MUD CAMS
The City is in the process of placing four cameras in strategic areas to enable City emergency staff to monitor possible mud and debris flow in northern most areas of Glendale, enabling the City to see problems develop and dispatch crews to them. Each camera will have a light attached to it for night viewing but the light will be turned off until conditions indicate a possible flow. The locations of the cameras are shown (from left to right) as Boston and Markridge, Dukmiejian Park Ranger Station, Dukmiejian Park Barn and Quail Canyon Ashram.
