Public Works Department

Mission Statement

Our mission is to provide the highest quality public works services to the public and other city departments, balanced through our efforts to maintain a cost effective operation and to provide these services in a responsible and efficient manner.

This mission is accomplished through prudent use of resources, technology, innovations, teamwork and coordination with other service providers in the City.

Overview

The Public Works Department's service encompasses 350 miles of streets; 360 miles of sewers; 47,000 parkway trees; 3,679 storm catch basins within City of Glendale boundaries; 50 debris basins; 30 miles of alleys; 60 multi space parking metes and 2,000 single space parking meters; 40,000 signs; and 226 traffic signals and 9 flashing beacons. Maintenance of the City's 600 curbs miles including street sweeping, curb marking, and curb & gutter repair.

Of the 43 buildings and sites owned by the City of Glendale, the Public Works Department provides 1.25 million square feet of general building maintenance and 474,308 square feet of custodial maintenance.

Under the Director of Public Works, the Administration office oversees the entire Public Works Department, which includes 400 employees and an operating budget of approximately $100 million.

Budget and Management Section - Is responsible for the preparation and management of the Department budget, special projects, internal controls, personnel management, legislative review, operational analysis, strategic planning and community outreach.

Environmental Management Section - Maintains and monitors the City's groundwater, stormwater, the Scholl Canyon and Brand Park Landfill, and wastewater collection/treatment programs.

The Engineering Section is primarily responsible for the development and management of various Capital Improvement Projects related to the City's infrastructure, including surveying, design and construction inspection. The Section maintains official public records such as maps, property records, property acquisitions and street vacations. It also maintains and updates the City's Geographic Information System (GIS).

The Fleet Management Division is responsible for the operation of the City’s vehicle and equipment maintenance and automotive warehouse facilities which includes the Glendale Water and Power (GWP), Public Works (Mechanical Maintenance Shop and Public Works Warehouse), Fire Department (Vehicle Maintenance and Warehouse) and the Police Department Garages.

The Division provides maintenance, repair, storage and replacement of automotive, utility equipment, public safety equipment, including fire engines, fire ladder trucks, water tender, special response vehicles, motorcycles and rescue/ambulances, transit buses, and infrastructure maintenance and construction equipment, as well as servicing of refuse trucks and street sweepers. In addition, the Division places high priority on keeping “front line” and reserve safety equipment in service, and performs scheduled preventive maintenance program for all vehicles and equipment. The public works mechanical maintenance trained staff are in charge of the Beeline bus inspections. Overall, the Division ensures compliance of equipment, vehicles, and fleet maintenance and warehouse facilities with all Federal, State, County and local regulations, policies and mandates.

The Integrated Waste Management Division manages all solid waste generated within the City of Glendale. This includes offering the collection of refuse, yard trimmings and mixed recyclables in either separate automated containers or 1-3 cubic yard bins to all residents and businesses. Residential bulky items are collected in a free separate manual collection program. City-collected refuse is disposed in Glendale's Scholl Canyon Landfill. There is no charge for recycling services beyond the basic fee for refuse collection.

The division also oversees the street sweeping operation throughout the city.

Traffic & Transportation

The Traffic and Transportation Division is responsible for the City’s Traffic, Transit, Parking and Transportation Planning Programs. This Division is divided into four Sections with oversight, assistance, and special programs managed by an Administrative Section. The Administrative Section is responsible for coordination of Division projects, marketing, customer service, and the commuter reduction program. It also serves as liaison to the Transportation and Parking Commission as well as external organizations. Traffic Engineering (operations, design, and construction) is in charge of Division’s Capital Improvement Program, Neighborhood Traffic Calming Program, and traffic impact studies for citywide projects. The Transit section is responsible for the operation of the Beeline Transit System (serving over 2 million passengers) and the Dial-a-ride program.

Furthermore, the Division’s Parking Operation manages and oversees all City owned parking lots and garages, and the Transportation Planning Section is responsible for advance transportation planning, transportation demand forecasting, and applying and managing transportation grant funding.
