GLENDALE BICYCLE TRANSPORTATION PLAN

(Bicycle Master Plan)

FINAL DRAFT GLENDALE BICYCLE TRANSPORTATION PLAN

Click here or on the image above to view the FINAL DRAFT Bicycle Master Plan (Updated 5-16-12)

The Glendale City Council recently approved an update to the Glendale Bicycle Transportation Plan (BTP). The update of the BTP has been a priority of the Public Works Traffic & Transportation Division for some time. This is in concert with the City’s Mobility Study and in line with the increasing demand for bicycle facilities. The Los Angeles County Metropolitan Transportation Authority is a huge sponsor of bicycle facilities and authorizes the use of Grant funds for the purpose of conducting a Bicycle Transportation Plan study. Approximately $150,000 has been approved by the MTA for Glendale to use to conduct our update and build bicycle facilities.

The BTP Update project kicked off on March 30, 2011 and will take approximately 8 months to complete. A Bicycle Advisory Committee (BAC) has been formed and several Community Outreach meetings are being scheduled. We strongly encourage public participation throughout the project due to our determination to create a successful BTP.

The links below are intended to give you a more detailed look at the purpose, benefit and process related to the Glendale Bicycle Transportation Plan update.

  • BICYCLE ENTHUSIAST LINKS

  • The City of Glendale City Council recently approved an update to the Glendale Bicycle Transportation Plan (BTP). The purpose of the Plan is to provide a convenient, useful, and interconnected bicycle transportation system that serves both commuter and recreational users. The BTP proposes a variety of measures, including the improvement of the existing bicycle facilities, construction of new bike routes linking major activity centers, the installation of secured bicycle parking equipment, and the expansion of bicycle education/advocacy programs to improve the riding environment for bicyclists. The BTP includes the entire City of Glendale, with the possibility of linking Glendale with neighboring jurisdictions.

    Bikeway Network

The BAC and consultant will look at a bikeway network that serves:

    • Glendale Community College
    • Links to Griffith Park
    • K-12 schools
    • Civic center
    • Downtown
    • Post offices
    • Libraries
    • Retail streets, shopping malls and retail centers
    • Parks and Recreation facilities
    • Transit lines, stops and stations
    • Park and Ride lots
    • Links to trails
    • Glendale Communities
    Technology

Opportunities to use the latest techniques in bicycle planning will be evaluated. This will include:

    • Class I and Class II Bikeways
    • Bicycle Boulevards
    • Protected Bike Lanes
In addition, advanced Traffic Engineering tools will be considered to facilitate bicycle facility improvements and to develop bicycle and pedestrian friendly street designs. These tools may include:
    • Road Diets
    • Traffic Circles
    • Roundabouts
    • Traffic Calming Tools
    • Advanced Signage
    • Bicycle Detection Equipment

Benefits of a Bicycle Transportation Plan

The Los Angeles County Metropolitan Transportation Authority (MTA) is the lead entity in our region to support bicycle facilities and improvements. The MTA is a funding source for local jurisdictions and has grant programs that come available. One of the requirements to qualify for a bicycle facility grant is for the local jurisdiction to have a Bicycle Transportation Plan (BTP) that has been approved by the City Council and updated every three years.

Additional benefits of a BTP include the enhancement of bicycle facilities that benefit commuters and recreational riders once recommendations receive funding for implementation. A BTP encompasses a variety of enhancement options. Jurisdictions must evaluate the options and match them to available resources. It can take several years for all enhancements to be implemented. In Glendale, we are already evaluating options as we implement our scheduled street improvement projects. Some enhancements may take place prior to the conclusion of the BTP.

One of the first steps the City has taken to update the Bicycle Transportation Plan (BTP) is to develop a Bicycle Advisory Committee (BAC). The BAC is comprised of City staff from various Departments including Public Works, Community Development, Community Services, Police and members of the Transportation & Parking and Planning Commissions. In addition, community stakeholders comprised of representatives from Bicycle Clubs, the Homeowner Groups, Glendale Unified School District, the Los Angeles Bicycle Coalition and Glendale Community College has all been invited to participate.

The BAC held its first meeting on March 30, 2011. Several additional meetings will take place and participants will be asked to provide recommendations regarding bicycle route designations, destinations and facilities. This input will be considered along with the input received at City-wide Community Outreach meetings. BAC members have been asked to help ‘get the word out’ and encourage interested residents to provide input.

The BAC input will be evaluated by staff experts and a consulting team and a final Bicycle Transportation Plan (BTP) will be developed. Ultimately the BTP will be submitted to the City Council for adoption.

    Bike Month May 2012

The City of Glendale is celebrating National Bike Month in May 2012. During this month, we continue to encourage residents, businesses and visitors to consider using a bicycle for their travel needs. Riding a bicycle is fun, healthy and good for the environment. On May 17, 2012 the City will be hosting a Bike to Work Day pit stop at the Civic Center and co-hosting a pit stop at Flower and Sonora with Walk Bike Glendale, the regional chapter of the Los Angeles County Bicycle Coalition. In addition, we have partnered with Walk Bike Glendale on the first Montrose History Bike Ride scheduled for May 12, 2012.

The pit stop locations will have refreshments and other giveaways for all bicyclists. There will be other pit stops in the City of Glendale such as the one being hosted by Glendale Community College. The Los Angeles County Metropolitan Transportation Authority (LACTMA) is supporting bicycling through their Bike Week LA 2012 Campaign. For further information on their campaign, visit www.metro.net/bikes/bike-week/.

    Honolulu Avenue Redesign “Road Diet”

In anticipation of the Bikeway Transportation Plan’s inclusion of road diets as a means to provide designated bike lanes on certain roadways in Glendale, the City Council directed the Director of Public Works on January 31, 2012, to conduct a road diet test case on Honolulu Avenue between Orangedale Avenue and (approximately) Whiting Woods Road. This test case will provide the city with information to be used when considering other roadways in Glendale for road diets.

    Bicycle Racks Installed – Montrose

The Montrose Shopping Park Association approached the City about installing bicycle racks in the area. The merchants were very interested in enhancing bicycle parking for visitors to their businesses. Approximately 55 racks were installed.
