Red Light Photo-Enforcement Systems - FAQ



Whom can I contact with questions about Red Light Photo-Enforcement or with questions about a Photo-Enforcement citation I have received in the mail?
  • Any questions regarding this program can be directed to:
    • Officer Jacob Phillips, in the Police Department’s traffic office
    • He is available from 7:00 am to 3:00 pm, Tuesday through Friday
    • He can be reached at (818) 548-2845, jphillips@ci.glendale.ca.us, or at the Traffic Office, on the 1st floor of the Police Department.

  • If it is within 60 days of the violation, you may view Photos and Video of your violation on-line at https://www.photonotice.com, you will need your citation number (in the upper right corner of your violation), the license plate of the vehicle involved, along with our city code: GLNDCA.

  • Prior to your court date, you may also come into the Traffic Office to view your video/photos.
    • This will be done only on Wednesdays and you should contact Officer Phillips for an appointment.
    • Walk-ins will be taken on a first come, first serve basis and you may experience an extended wait time. It is in your best interest to make an appointment in advance.
Which intersections in Glendale currently have Red Light Photo-Enforcement?
  • West bound Mountain St. at the intersection with Verdugo Rd.
  • South bound Glendale Ave. at the intersection with Broadway
  • East bound Colorado St. at the intersection with Pacific Ave.
  • North bound San Fernando Rd at the intersection with Los Feliz Rd.
  • East bound Los Feliz Rd at the intersection with San Fernando Rd.
Are there plans to install photo-enforcement at any other intersections in the city?
  • Currently, there are no plans to install cameras at any other intersections. If this changes at some point, that information will be provided.
What is the fine amount for Red Light Photo-Enforcement citations?
  • The amount of the fine is $380.00.
Can I pay my fine on-line? What do I do if I receive a Red Light Photo-Enforcement citation?
  • Drivers who receive red light camera tickets have all of the same rights that come with any traffic violation. Drivers with tickets may choose to pay the citation on-line or they may come into court and speak with a court clerk or a judge. Drivers with red light camera tickets may plead guilty, not guilty, or no contest. If they plead not guilty a court trial will be scheduled before the judge. What if the light was YELLOW or GREEN when I entered the intersection?
  • Drivers are only cited via the camera system for entering the intersection after the light has turned RED. If you enter an intersection on a green or yellow light you will not receive a citation. Remember, the red light camera program is about RED violations; it is not illegal to enter an intersection on a yellow or green light. The goal of the program is to increase the safety and quality of life for Glendale residents by reducing red light running.
Can I TURN RIGHT on a RED LIGHT at Red Light Photo-Enforcement intersection?
  • Yes, but only after bringing your vehicle to a complete stop before the limit line, which is the first white crosswalk line or other painted limit line. You are not required to simply slow down as you make your turn, you must stop. A “CALIFORNIA ROLLING STOP” IS NOT A STOP.

  • Many times drivers who turn right on red lights create hazardous situations for pedestrians attempting to cross the street or to other drivers proceeding through the intersection from another direction. Drivers who do not come to a complete stop prior to turning right are in violation and may be may be cited.

  • * Drivers may NOT turn right at an intersection which is marked NO RIGHT TURN ON RED.
Can I receive a citation for other violations captured by Red Light Photo-Enforcement system?
  • No, at this point California law only allows us to enforce Red Light violations with this system. If this changes that information will be published.
Does a police officer review and issue the citations?
  • Yes. Each violation is reviewed by a specially trained Glendale Police Officer from the Traffic Bureau prior to a citation being issued. The officer confirms the elements of the violation, confirms the plate is readable, the driver is identifiable, and the officer must actively affirm that the citation is to be issued. The City's vendor may NOT proceed on any violation without the direct authorization of one of these police officers. If a defendant pleads not guilty to the violation, one of these officers will be summoned to the court trial to prove the elements of the violation, just like any other citation that would be issued in the field. The officer will bring photos and video of the violation to the court for viewing by the defendant and the judge.
