San Fernando Road Rezoning Program



The City Council adopted new General Plan and Zoning designations, as well as new development regulations, for the San Fernando Road Redevelopment Project Area on August 17, 2004. These changes went into effect on September 16, 2004.

The new zoning maintains key industrial zones to ensure continued well-being of the industrial employment base. However, in appropriate locations, it also allows the mixing of different uses in targeted areas. These could be mixed-use development with industrial/commercial or commercial/residential combinations, depending on the location. The new zoning scenario also allows for the introduction of live/work uses and services to maximize flexibility in response to a changing economic environment and shifting land-use demands in the area. The new zoning takes advantage of the regional transit opportunities on the corridor and allows additional housing units to be located near transit stops and neighborhood services. Overall, the new zoning regulations will contribute to the long term economic health of the corridor and will enhance the corridor's relationship with the neighborhoods that surround it.

In addition, a few M1, M2 or M/C sites in the City (not in the Redevelopment Project Area) were rezoned to one industrial zone (IND) in order to provide zoning consistency.

New Residential Projects

HISTORY OF SAN FERNANDO ROAD CORRIDOR ZONING

The Project Area was created in 1993 to assist in the removal of physical blighting conditions found throughout the Corridor. In 1996 a Design & Implementation Plan was prepared by the Urban Planning firm Cooper Robertson to:

  • Identify physical and economic opportunities and solutions for existing issues within the Project Area.
  • Develop both a short term and long term plan to direct the development of the corridor to remove blight by developing land use recommendations and design guidelines.
The purpose and objectives of the San Fernando Road Rezoning are to:
  • Where possible and practical, implement elements of the Cooper Plan.
  • Develop a long-term comprehensive plan for well-planned, sustainable growth and development.
  • Improve neighborhood compatibility between industrial and adjacent residential land uses.
  • Preserve and enhance the existing industrial base while building in market flexibility.
  • Allow opportunities for mixed-use developments.
