Revisions to Parking Regulations
The City Council adopted revisions to parking regulations on October 19, 2004. These changes took effect on November 18, 2004. Projects already submitted will be reviewed under the old regulations, if the project's application was deemed complete by October 19, 2004. If your project was complete by October 19, 2004 you may request that it be reviewed under the new regulations.
The main changes fall into five categories:
- The number of parking spaces required for different land uses
- Rules regarding change of use
- Proposed new parking reduction request permit
- Proposed off-site parking permits
- Parking design standards
San Fernando Road Re-Zoning
The City Council adopted new General Plan and Zoning designations, as well as new development regulations, for the San Fernando Road Redevelopment Project Area on August 17, 2004. These changes took effect on September 16, 2004.
The new zoning maintains key industrial zones to ensure continued well-being of the industrial employment base. However, in appropriate locations, it also allows the mixing of different uses in targeted areas. These could be mixed-use development with industrial/commercial or commercial/residential combinations, depending on the location. The new zoning scenario also allows for the introduction of live/work uses and services to maximize flexibility in response to a changing economic environment and shifting land-use demands in the area. The new zoning takes advantage of the regional transit opportunities on the corridor and allows additional housing units to be located near transit stops and neighborhood services. Overall, the new zoning regulations will contribute to the long term economic health of the corridor and will enhance the corridor's relationship with the neighborhoods that surround it.
In addition, a few M1, M2 or M/C sites in the City (not in the Redevelopment Project Area) were rezoned to one industrial zone (IND) in order to provide zoning consistency.

Hillside Residential Development
The City Council considered revisions to the hillside regulations on November 16, 2004. The staff report can be found by clicking here: City Council Staff Report, Nov. 16, 2004
The Council introduced the ordinance as submitted by staff. The City Council will be considering adopting an ordinance at the meeting in 2 weeks, on Nov. 30, 2004. The Council could choose to adopt the ordinance as introduced or they could choose to make amendments. The meeting of the 30th is a public hearing.
