PROJECT DESCRIPTION
The Community Development Department, after having conducted an Initial Study, has prepared a Proposed Negative Declaration for the following project:
The City of Glendale is undergoing a comprehensive update of its 1995 Bicycle Master Plan, with the updated Bicycle Transportation Plan serving as the guiding document for the City to follow in implementation of bicycle infrastructure and programs. It builds upon the Circulation Element of the General Plan and the Safe & Healthy Streets Plan in supporting alternative modes of transportation. The Bicycle Transportation Plan identifies proposed facilities, as well as opportunities for bicycle parking, road diets, installation of wayfinding signs, signalization improvements and traffic calming measures.
Proposed Negative Declaration Comment Period: April 13, 2012 to May 2, 2012.

PROJECT DESCRIPTION
The Community Development Department, after having conducted an Initial Study, has prepared a Proposed Negative Declaration for the following project:
The Greener Glendale Plan for Community Activities (hereafter referred to as “The Plan”) is being prepared to satisfy the requirements of the Department of Energy’s Energy Efficiency & Conservation Block Grant and the greenhouse gas reduction requirements of AB 32. The Plan addresses sustainability within the community of Glendale, and how the City of Glendale can help the community be more sustainable. The Plan addresses sustainability goals in eight topic areas: economic development, energy, water, waste, transportation, urban design, urban nature, and environmental health. The Plan presents existing, planned, and suggested measures to achieve specific greenhouse gas reduction targets for years 2020 and 2035.
Proposed Negative Declaration Comment Period: February 27, 2012 to March 19, 2012.

PROJECT DESCRIPTION

The Planning Commission will conduct a public hearing in Room 105 of the Municipal Services Building, 633 East Broadway, Glendale, on February 15, 2012, at 5:00 p.m. or as soon thereafter as possible.

Proposed Catalina Verdugo Trail

PROJECT DESCRIPTION
The Catalina Verdugo Trail will be an 8,929 foot multi-use trail in the San Rafael Hills surrounding the Glendale Sports Complex. The trailhead will be located at the south end of the Complex and will originate from the City’s forthcoming ADA-accessible trail. This trail is specifically designed to accommodate people of moderate physical fitness and skills. It is meant to fill the gap between the City’s new ADA Accessible Trail at the Sports Complex which is an easy trail designed for people of all levels of ability, and the steep fire roads above the Complex which are only accessible by hikers or mountain bikers with high levels of fitness.

PROJECT DESCRIPTION
An application to construct a new 3,370 square-foot, three-story single-family residence with an attached 621 square-foot three-car garage on a vacant lot located in the R1R II (Restricted Residential Zone) Zone, Floor Area Ratio District II.
The subject site has an average current slope (ACS) exceeding 50%, which requires approval of a conditional use permit (CUP). The subject site features an ACS of 59%. The project involves approximately 1,129 cubic yards of grading to accommodate the proposed residence.

The site is bounded by West Colorado Street to the north, commercial uses to the east, West Elk Avenue to the south, and commercial uses to the west. The proposed project will consist of 21 one-bedroom units, 24 two-bedroom units, 4 three-bedroom units and 1 four-bedroom unit, and 84 parking spaces within 2 subterranean parking levels.

The site is bounded by a multi=family residential building to the north, a public alley to the east, an undeveloped lot to the south, and Kenwood Street to the west. The proposed project will consist of 9 one-bedroom units, 22 two-bedroom units, 4 three-bedroom units, and 66 parking spaces within 2 subterranean parking levels.

Notice of Availability of Draft Environmental Impact Report and Notice of Public Meeting for 320-324 North Central Avenue; 208 West Lexington Drive and 317-345 North Orange Street

PROJECT DESCRIPTION
The project is a mixed-use residential development consisting of 307 residential units and three live work units in two buildings located on two separate parcels: Parcel A is at 320–324 North Central Avenue; Parcel B is located at 208 West Lexington Drive, and 317–345 North Orange Street (the “Project”). Development of the Project would require the demolition and removal of existing on-site uses.
The Development Agreement (DA) for this Project sets forth a Parks and Libraries Development Impact Fee (“Fee”) structure which requires payment of the full Fee at the time of plan check submission at the rate in effect through December 31, 2011 and waiving of the right to request a refund of the fee. The DA specifies that the plan check submission shall occur prior to December 31, 2011.

The project side is approximately 21,500 square feet in size and is located within the Maryland District of the Downtown Specific Plan at the northwest corner of Maryland and Wilson Avenues.

Amendments to Title 30 of the Glendale Municipal Code

PROJECT DESCRIPTION
The proposed project includes amendments to Title 30 of the Glendale Municipal Code, relating
generally to parking standards within the Downtown Specific Plan area. These amendments
include lowering minimum parking requirements for commercial and residential uses, raising the
parking exemption for businesses, and opportunities to further reduce parking requirements
through implementing Transportation Demand Management programs within the Downtown
Specific Plan area.
PROJECT LOCATION: Glendale Downtown Specific Plan Area
The Downtown Specific Plan is generally bounded to the north just below Glenoaks Boulevard, to
the west by Central and Columbus Avenues, to the east along Maryland and Glendale Avenues,
and to the south one block south of Colorado Street.

The project is the construction of a 9,345 square-foot gymnasium up to 35 feet in height at an existing private school, in the R1 zone, where private schools are not a permitted use. The allowed height in the zone is 25 feet. The allowed floor area is 22,994 square feet while the proposed floor area is 54,486 square feet. The proposed gymnasium will result in a reconfiguration of an existing surface parking lot and additional landscaping within this parking lot.
