South Brand Boulevard Study

The purpose of this study is to establish South Brand Boulevard as an attractive, walkable, urban auto row with a mix of commercial uses to ensure the future vitality of businesses and residences within the corridor.
The Glendale City Council adopted the below Zoning Recommendations. Recommendations regarding parking are currently in progress.
Zoning Recommendations
Changes to zoning standards included minor modifications regarding the following:
Encourage pedestrian orientated buildings and streets.
Encourage buffers between commercial and residential by utilizing landscaping and modifying rear setback requirements.
Review landscape standards for new development and surface lots.
Explore design options for building elevations facing residential zones.
Allow bridges over the right of way, including some specific requirements.
Review standards to address signage.
Explore strategic locations for truck and vehicle access and loading.
Potential Parking Solutions
In Summer 2010, the City conducted a comprehensive evaluation of parking supply and demand for the neighborhood. Through analyzing parking issues comprehensively, the City hopes to produce a set of parking solutions that will:
Maximize street parking in the area.
Ensure economic vitality in the area.
Create parking policies and programs that meet the diverse needs of South Brand businesses and residents.
The following is a preliminary set of parking recommendations. The City intends to work with residents and business owners to further develop and refine the following parking recommendations:
Transition to a “district-based” parking management system.
Allow day-time parking permits for non-residents; unrestricted permits for residents.
Background on the South Brand Boulevard Neighborhood
The South Brand Boulevard neighborhood is one of the most diverse neighborhoods in the City. The corridor contains over 200 small businesses, several prominent schools and churches, multi-family and single-family residential housing, Glendale Memorial Hospital and the largest concentration of new and used auto dealerships in the Burbank-Glendale-Pasadena area. While economically vibrant, the neighborhood has experienced numerous land use and parking issues over the years. The primary goal of this effort is to simplify the South Brand Specific Plan (adopted in 1992) and create a comprehensive set of parking solutions for the neighborhood. Using conventional zoning to replace the existing Specific Plan, we will be able to provide a more simple set of requirements. Through analyzing parking issues thoroughly, the City hopes to produce a set of parking solutions that will improve the quality of life for residents and businesses alike.
