A planning department is established in the department of general government.

- 2.28.020 Director of planning--Duties.
The director of planning, who is head of the planning department, shall advise and assist the planning commission, board of zoning appeals, environmental and planning board, historic preservation commission, design review boards, city manager, and the council as to all matters relating to planning and zoning, and the director of planning shall perform such other duties as the city manager may assign to him or her. The director of planning shall be in direct charge of all planning department personnel directly serving the planning commission, and board of zoning appeals. The director of planning shall investigate and make recommendations to the planning commission with respect to all proposed changes of zones, zoning regulations, proposed classifications of uses, subdivisions, public land acquisitions, land development proposals, and planning matters generally, and he or she shall be in direct charge of the production of plans, planning programs, reports, and technical and administrative procedures required in connection with planning and zoning.

- 2.28.030 Review of determinations of zoning administrator.
Whenever the zoning administrator is empowered by ordinance to render a decision on any matter which is specified as being subject to appeal, the director of planning may, at his or her discretion, act as the hearing officer and render a decision on any matter over which the director of planning has personally presided. No decision rendered by the zoning administrator or the director of planning sitting as the hearing officer shall be suspended or set aside without following the appropriate procedure for appeal as set forth in this code. - 2.28.040 Zoning administrator--Duties.
The director of planning shall appoint in the manner prescribed by the charter a zoning administrator. The zoning administrator shall have the following powers and duties:
A. Responsibility for the administration and enforcement of all zoning ordinances;
B. Responsibility for investigations, hearings and determinations on all applications for variances from the requirements of the zoning ordinance. The zoning administrator may grant such applications in accordance with the findings of fact as set forth in Title 30 of this code. (Prior code § 2-44)
- 2.28.050 Zoning administrator--Inability to act.
During any inability of the zoning administrator to act, all powers bestowed and duties imposed upon the zoning administrator by this code may be exercised and performed by the director of planning or an employee in the planning department designated by the director of planning.

- 2.28.060 Zoning administrator--Officer of city.
The zoning administrator shall be an officer of the city. Section 1.04.080 of this code shall not apply to the office of the zoning administrator. (Prior code § 2-46)
