Scott is a 1976 graduate of Southwestern University School of Law and received his Bachelor's of Science degree from the University of Southern California in 1972; Graduate of the FBI National Law Institute (1989); Past President of the City Attorney's Association of Los Angeles County (1995); Past President of the Glendale Bar Association (1994). Past state chair for the International Municipal Lawyer's Assn. (IMLA) and current regional vice president 9th Circuit (South) for IMLA . He has completed the Josephson Institute of Ethics program for Ethics in Public Service and provides training to elected and appointed officials in Open Meetings laws, Conflicts of Interest, and general ethics.
He is a member of the Pacific Southwest Maintenance Mgmt School faculty, having presented programs for the past 18 years on safety and liability, and employment liability issues. He has been a speaker for a number of organizations, including the League of California Cities, New Mexico Municipal League, and International Municipal Lawyer's Association, and has presented programs to Fire Management at different locations in California on discrimination, hazing and harassment, redefining the firehouse culture, and AB 220-Firefighters Procedural Bill of Rights.
