Rental Housing Inspection Program
The State of California requires local cities to ensure that housing units meet minimum standards
of habitability as set forth in State law. To meet this requirement, the City of Glendale has
operated a code enforcement program for many years. However, as our City’s housing stock
continues to age, we have undertaken more proactive steps to ensure it is preserved and
cared for. In 2002, the City of Glendale undertook a demonstration project called
the Mariposa Neighborhood Improvement Project to ensure that
all rental housing in the project area met the minimum habitability standards. Participating properties
with 2 or more units were inspected and certified as meeting habitability standards
between 2002-2004. Currently staff is in the process of recertifying these properties.
Due to the success of the Mariposa project,the Glendale City Council directed staff to continue
inspections in other neighborhoods. Between 2004-2006 inspections took place in "Project
Area II" which is bordered by Broadway on the north, Brand on the east, Tyburn Street on
the south and the western boundary of the city past San Fernando Road (see map). Currently
inspections are taking place in a third project area located in the northwest area of Glendale.
Inspections are scheduled in advance to allow property owners time to notify tenants. One month
prior to the scheduled inspection date, owners receive a notification letter with the date and
time as well as an inspection checklist which the Neighborhood Services Inspector will use to
conduct the inspection. This allows owners the opportunity to address any outstanding issues
before the inspection. Two weeks prior to the inspection, a notice is posted in the common
area of the building to remind tenants of the inspection. The City provides financial assistance
through property rehabilitation loans and grants.
Property owners are encouraged to take advantage of this opportunity. Once they have met all the
requirements, they will receive a Certificate of Compliance indicating that their units are in
compliance with State habitability standards. Neighborhood Services staff will work with owners
to help them meet compliance requirements.
On the right a local property owner receives a certificate of compliance for her rental
property. The property will remain certified for four years barring any changes in its
condition. After the four-year period, the property will be scheduled for a recertification inspection.
