Notice of Department Realignment |

Please be advised that in September, 2009,
the Glendale City Council approved the realignment of the
functions and responsibilities of the Community Development and
Housing Department into three new, reformulated departments in
order to improve service delivery to the community through
coordination of programs and staff. This realignment and
transfer of functions and responsibilities is effective as of
January 1, 2010. The former Community Development and Housing
divisions and their new respective departments are noted below: |

Inclusionary Housing Information
Inclusionary Housing in the San Fernando Road Corridor Redevelopment Project Area
Background
In 1975 and 1976, legislators approved a measure that subjects redevelopment project areas to housing production requirements, more commonly known as inclusionary housing requirements. This measure ensures that a percentage of all units developed in the project area are affordable to very low, low, and moderate-income households. The Central Glendale Redevelopment Project Area is exempt from this requirement because it was adopted prior to 1976; however, the San Fernando Road Corridor Redevelopment Project Area (SFRCRPA) is required by law to meet the inclusionary housing requirement.
In August 2004, the City Council adopted changes to the zoning code that both changed the zoning in the SFRCRPA and codified the City Council / Glendale Redevelopment Agency / Housing Authority policy for meeting the state-mandated inclusionary housing requirement in the area. The approved and codified inclusionary housing policy provides for the inclusionary requirement to be met on a project-by-project basis using one of four alternatives:
- On-Site;
- Off-site and inside the SFRCRPA;
- Off-site and outside the SFRCRPA; or
- By paying a fee in lieu of building the units

Inclusionary Housing Plan
All proposed residential projects in the SFRCRPA must submit an Inclusionary Housing Plan (IHP) at the time of application for Design Review or upon filing an Environmental Information Form, whichever is first. The IHP will set forth how the project intends to meet the inclusionary requirement. Design Review Applications and Environmental Information Forms are incomplete unless an IHP is also submitted. New San Fernando Zoning Code
Section 30.35 of the new zoning code provides more information on the affordable housing requirements.
Implementation Policies
The new zoning code references Implementation Policies, which are intended to augment and give further detail for each of the four compliance alternatives, particularly as they relate to key areas of procedure.
