Notice of Department Realignment
 

Please be advised that in September, 2009, the Glendale City Council approved the realignment of the functions and responsibilities of the Community Development and Housing Department into three new, reformulated departments in order to improve service delivery to the community through coordination of programs and staff.  This realignment and transfer of functions and responsibilities is effective as of January 1, 2010.  The former Community Development and Housing divisions and their new respective departments are noted below:

2008 California Vehicle Code Division 11
Rules of the Road Throwing Substances on Highways or Adjoining Areas

23111. No person in any vehicle and no pedestrian shall throw or discharge from or upon any road or highway or adjoining area, public or private, any lighted or non-lighted cigarette, cigar, match, or any flaming or glowing substance.

42001.7. (a) Every person convicted of a violation of Section 23111 or 23112, or subdivision (a) of Section 23113, shall be punished by a mandatory fine of not less than one hundred dollars ($100) nor more than one thousand dollars ($1,000) upon a first conviction, by a mandatory fine of not less than five hundred dollars ($500) nor more than one thousand dollars ($1,000) upon a second conviction, and by a mandatory fine of not less than seven hundred fifty dollars ($750) nor more than one thousand dollars ($1,000) upon a third or subsequent conviction.

In addition to the fines identified above, the City of Glendale requires eight hours of community service.

Research shows that cigarette litter occurs at “Transition Points.” Transition Points are those places where a person must discontinue smoking before proceeding. A bus stop, a store entrance, building loading docks, walkways leading to buildings and similar places are the Transition Points in a neighborhood.



What is the Cigarette Litter Prevention Program?

The Cigarette Litter Prevention Program (CLPP) in Glendale consists of three strategies:

  1. Creating Awareness: Public Service Announcement on cigarette litter.

Glendale is among the top award winning cities nationwide that participate in the Keep America Beautiful national Cigarette Litter Prevention Program. This program continues to grow in Glendale due to the support of local businesses and community leadership. Evidence of the local support for this program since it began in 2004 is shown by the recognition it gained in the Los Angeles Times and the LA Daily News.

The original ash receptacles installed on Brand Boulevard between Broadway and Lexington Drive remain there due to the outstanding support of the Downtown Glendale Merchants and the Department of Public Works.

Since they have been installed, the ash receptacles on Brand Boulevard have been very effective in preventing cigarette butts from being littered and becoming unsightly blight on the ground in front of numerous Glendale business establishments.

The receptacles are emptied twice a month, and contain an average of 100-150 cigarette butts a piece each time thus preventing approximately 100,000 cigarette butts each year from ending up on our sidewalks, in gutters, down storm drains into the Los Angeles River, and ultimately the ocean we all like to visit in the summertime!

The effectiveness of this program on Brand Boulevard has been contagious among other business areas in Glendale.

Are you a smoker? Please use ashtrays, pocket ashtrays and ash receptacles when you are outside. Before you begin to smoke outside, look for the receptacle you’ll use when you finish smoking. Do NOT throw butts in storm drains. While you may think it keeps them from causing a fire, there is a problem if cigarette litter enters our waterways! Always carry a pocket ashtray when you are away from traditional ashtrays and outdoor ash receptacles. If you use your car's ashtray for coins and keys, please use a portable ashtray that fits in your car’s cup holder and do NOT throw butts out car windows. This creates litter on the streets; recent wildfires in our country have been directly attributed to littered cigarette butts.
